check the release mechenism if not broken, also check piviot point for obstruction

you don't have tilt steering if the catch is missing
SOURCE: steering wheel moves up and down too far.
the bolts that secure the tilt joint inside the column have come loose, wish I had a dime for everyone of these I have fixed! you must tear the column apart to fix this problem, it is best if you remove it from the car and put it in a large vise.
SOURCE: Tilt steering wheel won't tilt. What's wrong?
your steering wheel adjuster is blocked or stuck up thats why it doesnt freely move to the max. take off cover/ check condition and or lubricate it.
SOURCE: Loose Tilt Steering
You need to remove the steering wheel all the way down to the directional switch to gain access to tighten up the tilt housing set screws

Sorry, not a big car guy. The tilt steering button will allow the steering wheel to extend and retract but it will not lower or raise the steering wheel. IE: I can move the steering wheel towards me and away from me but not lower or raise it.
Again I go back to the "not a car guy". Sorry, yes it is operated by a electric motor. Thanks for your help and patience.
I know what is does (DAH), is it operated by an electric motor?????????
