This is very puzzling. The build date should be clearly visible on the compliance plate which all registered motor vehicles in Oz must have. Then, what is on the rego paper, if any? The original information is supplied by the Toyota dealer when first sold.
If you can find the VIN number (that frame number isn't a VIN, which must be 17 characters in length, not less) on a compliance plate you can begin a trace through the Motor Registry in your State. It might be necessary to pay a search agency. If there is not a compliance plate, ask the Motor Registry what to do next.
A less reliable way to trace this history is to try the engine number, but that can of course be swapped.

in australia a compliance plate and build is attached before deliver of the motor vehicle
it can be found on the fire wall, front inner guard , in the front door opening on a door pillar
the build date also has to be fitted by law by law
if you can supply a truck model but not a vin number or build date then may be the vehicle has been imported as a second hand vehicle and does not meet australian standards and that would explain why toyota australia would not have a record
