SOURCE: dash gauges not working
Check the large multi-pin connector in the electronics bay in the engine compartment. The bay is a fairly large black plastic box on the driver's side. Open it and disconnect the largest connector inside (one screw). Spray electrical contact cleaner on the pins and re-mate the connector. This worked on my '99 with the exact same problem. You can find other examples of this with a Google search. It may not solve your problem (could also be a wiring harness problem), but it is incredibly simple and worth a shot.
remove the cluster(should be able to insert Small flat head screwdrivers into slots on plastic trim of cluster. Lower your steering wheel down and remove key. wait approx 30 seconds until cluster is off( means that the interior c.a.n. has went to sleep) unplug cluster and see if the bulbs you wish to replace are accessible from the rear cover. if not remove retaining screws and un clip rear cover from housing. You should have access to the back lighting bulbs

GM has a problem with clusters but the government nor GM will do a recall on the clusters. Check ur local yellow pages for a Speedometer fix company , if u cant find one hit me back and I can find one for you.. In Houston we pay $250 for the service.

Hi, that fuse did not come with your car. It may go to your radio, if someone installed an aftermarket radio in the truck.

Fuses start on page 6-60. The lighter fuse is #2 in the box at the end of the dash board. The instrument lights are powered by fuse #5, but that would be for all of the lights. If only the 2 gage lights are out, you probably need to replace the bulbs. I have pasted instructions for removing the instrument cluster below. Note that you may be able to replace bulbs without disconnecting everything and removing the cluster. It just depends on how much slack is in the cables, so try pulling the cluster out a bit with wires still attached to see if you can do it.
