The fuse in the panel below the steering column is position #3 and is a 20@ which should be yellow. Be sure the connectors in the panel aren't loose. If they are pushed out the back, they will not contact the fuse. This fuse is specifically for the cig lighter and the data link you are trying to access. If this is not the problem, you must have an open circuit in the harness.

hi vern , 1. Disconnect negative battery cable , Open power outlet door and remove instrument cluster bezel retaining screw , pry cluster bezel from clips securing it to instrument panel , disconnect electrical connectors from power outlet ( cigar lighter) to bezel remove cluster bezel .
2. remove 3 screws and headlight switch , disconnect electrical connectors , pull knob and stem to stop limit , hold down on button on top of switch and remove switch ,remove 2 screws to bezel .reverse removal procedure .



i just did one of these due to headlights going out whenever they feel like it , and i found the electrical connector all burned and black looking , the new switch came with a repair harness connector , had to cut off old connector and crimp on new connector , it was a fix . thanks for voting ! and good luck .
