Maybe the fuel cut relay, or fuel pump? For the dragging, if it is all wheel drive then try replacing the rear differential fluid, make sure it is genuine Honda Dual Pump fluid.
Regarding the slow starting, I strongly suggest that you have the battery charged for it may be weak. Regarding the cut of when driving, there must be a problem on the coil pack. It may have electric current irregularities which may cause the vehicle to cut off. I suggest that you replace the coil pack as a first course of action.

Sounds like you have a fuel issue. It could be a fuel pump cutting in and out. It could be fuel pressure regulator, or an injector not spraying correct. I think it's time to find an honest educated repairman.
I have a 1998 Honda Accord EX that did the same thing for several months. The longer I let it go, the more often it did it. I took it to a repair shop and found out it was the ignition switch needed to be replaced
