the heater bypass vale is located in engine bay around the middle area under the windscreen has 3 pipes going into it , one goes to the heater core others is the return if not using heater.
Not sure I follow you. The engine temp sensor sends a signal to the engine computer and the computer decides when to activate the fan relays. So if you have power to the fans you would also have power to the high or low speed relay the temp sensor is probably working. There is a third relay for the ground circuit.
Check cooling fan relay. Check your owners manual for location and discription. This might have been you problem to start with or when your first fan failed it may have damaged the relay. If you dont have an Obd II scanner. Try resetting your cars computer by removing negative battery terminal for 60 secs. then replace terminal. See if this works for you. Try to reset computer first then check relay. Good luck. Battery may be in the trunk.
You first need to scan the computer for any stored codes, these codes will help in pin pointing the problem, if there are no codes then i would take a look at the fan relays and then coolant fan sensor and coolant temp sensor, this sounds like the cooling fan sensor is bad, also one more thing is that the relay is like a module and they do good bad often, hope this helps.
It doesnt have a fan sensor per say. It uses a coolant temp sensor which is located in the lower intake manifold which relays temp to computer which controls relay circuit to fans.

it is located on left frame rail under air cleaner housing..small solid state relay,held on with 2 screws..4 wire connector..under housing where air filter is held..not up top
