Removing ignition key is supposed to kill the power - I would check out that switch.
The key wont turn come out but it kills the motor
Fact that key will not come out even after you jiggle the steering wheel tells you that the ignition switch is FUBAR.
Yes i that but would it have something to do with the lights staying on even if the car shuts down

Sounds as if you need the electrical portion of the ignition switch. The contacts inside are most likely worn out.
