The climate control in this vehicle is/was rather complex. This was one of the first years that tey went to computer controlled climate control and yes, they did have problems or glitches from time to time. One thing that developed very common was the blower running all the time. In most all cases, the ECC power module failed. I suspect this is where your problem lies. this module can? affect other items like fuel data display etc but i can not confirm 100%. I would start by replcing the ECC power module or some call it the blower control module located under the hood, near firewall, passenger side on top of the heater case. You can also unplug it to stop blower. I can not rule out the BCM ( body computer) but more common was the ECC module. The BCM is located on top of the heater case under the dash. To be 1005 sure, a shop can run through a series of diagnostic checks to determine what is at fault. By experience, the blower module has been the problem at least 90% of the time
