Security is tricky on these. Any thing you replace, except the receiver or wire has to be programmed at a Ford dealer. Security consists of the key,receiver,wiring, the BCM, or PCM. Also add a tow bill to this.

It sounds like you are being fed some strange information if you think changing the ignition switch will free up binding brakes.
Here are videos detailing how to replace the ignition switch. After you have done that, the vehicle won't start because the chip in the new key will require re-pairing with the security system.
You should be able to find one at your local auto repair store, or even a junk yard might have one you can get. I believe it's called a switch/commutateur Interruptor. Also you can try places like Ebay.com and Amazon.com
Are You Sure it IS the TAIL LIGHTS and Not the BRAKE LIGHTS? HAve Em Pull UP on Brake Pedal See if they go off If They DO its Just that the SWITCH Adjustment witch is SELF Explanatory After Looking at it Closer to the Pedal makes it turn ON Earlier Further Makes it turn on Later BUT>>if NOT then The Next Item Would be the HEADLIGHT SWITCH They have a BAD Track Record Around that Year for Failure.
