That appears to be a circuit breaker, not a fuse. If another circuit breaker in your fuse box like the one you pulled, swap them, if the wipers start working, the old circuit breaker is faulty.
You could do a continuity test on the circuit breaker, between those two legs.

WSW fuse #3 30amp under hood fuse box . Also ACC fuse # 2 15amp same location as the other fuse .

Reset circuit Breakers for 2001 Pontiac Bonneville

The 30amp circuit breaker for the power windows is in the fuse box in the engine compartment.
But it resets itself if it blows. Thats why its a circuit breaker instead of a fuse.
From there the power goes to both front door control modules then to the door switches.

2000 Pontiac Grand Am, no power at circuit breaker for power windows

That circuit breaker only has power with the ignition switch in the "ON" position. It does not have power in the ACC, START or OFF positions. The ORANGE wire leading from the ignition switch Pin "C" delivers the power to the Right Instrument Panel Junction Block where the window circuit breaker is located.

A circuit breaker is similiar to a fuse (a circuit protector that will burn out when too much current is pushed through it). The difference is that when a fuse goes it is no longer usable. When a circuit breaker goes it will reset itself when it cools and become usable again. Circuit breakers are usually used on circuits with heavier loads such as windwield wiper motors etc.

The 2007 Pontiac G6 engine compartment fuse block is located on the driver's side of the engine compartment, near the battery. The wiring circuits in Pontiac G6 are protected from short circuits by a combination of fuses, circuit breakers and fusible links. Wiper fuse keeps blowing intermittently.

It looks like the wire circuit for the wiper motor is touching the car body when shaken so the only thing you can do is shake the wires and terminals yourself while engine is running then maybe you can pinpoint where the earthing is.
