That appears to be a circuit breaker, not a fuse. If another circuit breaker in your fuse box like the one you pulled, swap them, if the wipers start working, the old circuit breaker is faulty.

The 30amp circuit breaker for the power windows is in the fuse box in the engine compartment. But it resets itself if it blows. Thats why its a circuit breaker instead of a fuse. From there the power goes to both front door control modules then to the door switches.

It looks like the wire circuit for the wiper motor is touching the car body when shaken so the only thing you can do is shake the wires and terminals yourself while engine is running then maybe you can pinpoint where the earthing is.
