(check water/ antifreeze level first, make sure it's full, low water can cause it not to heat properly) it could possibly be either the thermostat- fairly cheap and easy to fix, great for DIY's- if that doesn't fix it, it could be heater core.

In 2000 the only Grand Voyager that was equiped with a cabin air filter was the 6 cylinder 3.3 liter Sport model.

Cabin filters are generally found in one of two locations: under the hood, or under the dash board.

In the manual I have it is shown to be located under the hood at the rear of the compartment on the firewall area where there are several rectangular openings. The block is hidden from view below the wiper module on the lower edge of one of those openings. It has a 5 wire plug on the cabin side of the the opening. If you don't find it, then I know in the 2001 model it was in the cabin, behind the glove box again with the resistors sticking thru the firewall where the air intake would cool them. I just don't know in what year the block was moved between '98 and '01
If you find it in the first location you use a couple of flat blade screwdrivers to release the block and pull it into the engine compartment. On the hidden side push on a spring tang on the driver's side narrow edge of the block and on the comparment side you will see a couple of etched lines on that same side showing where to put the tip of the other screwdriver to pry it forward into the compartment.
Get a replacement block and install making sure the resistors aren't touching one another. If you have trouble removing it I can send you a page that shows what I described above. use a lift, let van cool or change front three while van is cooling and from the under side of the engine change the other last three. They can be reached easily. No need to remove plenium.

SOURCE: changing fuel pump on chrysler 2000 grand voyager

you have to drop the gas tank out from under the vehicle. You must first drain as much gas out of the tank as you can. Then support the tank with a jack. Preferably with a large plate. Then remove the retaining straps. If you can remove any of the fuel lines and fill nozzle before lowering please do. If you cannot, lower the tank until access to wiring harness and fuel line disconnects can be made. With a special fuel line tool remove lines and harness and anything else that may hinder the removal on the tank. Once the tank is out from under the vehicle remove as much dust and debris as you can fom the top of the unit. Remove the retaining ring using a hammer and a punch, or screwdriver. Once the retaining ring has been removed carefully remove the fuel pump assembly from the tank. be careful not to damage the float. replace pump in the reverse order above.

its a stuck sensor or relay ,, fans will run with the car off until the desired heat and or cooling is completed . check the under hood fuse block for a relay for the fan, see if you have another one that's the same, and switch them out,, if it stops and works ok,, replace the bad relay

Disconnect the wires leading to both of the fans. Remove the cross-member that goes over the radiator. Remove the four bolts securing the fan assembly and lift it out.
