Here is a diagram for a 1994 pickup. The 4 runner uses the same fuse box, with additional circuits for other options. Fuse 7 would be the same. If you have access to an owners manual, you can reference the fuse box there. Located in the engine compartment.
Check the wire running to the tank. They control the fuel pump, among other things. If you left these wires unplugged or damaged it would affect how/if the engine runs.
does the vehicle crank? if it does please remove the old air filter and leave the air filter intake box open, unplg the maf sensor, try and let me know.
Toyota 4 Runner has either auto transmission or manual transmission. If it is auto trans, it could be due to the following reasons:
1.Wrong grading and classification of transmission oil. (ATF Dexron II).
2. Clogged transmission filter. (Clean or replace)
3. Worn out clutch friction discs and pressure plates. (replace)
4. Broken fly wheel and/or torque converter. (replace)
5. Check transmission control knobs and switches for if they are at their actual position where they are supposed to be.
A salvage yard could tell you through their interchange database. I would think the '94 has electronic shift points, doubtful about the '88. Check with an interchanger.

Flashers -REPLACEMENT
The turn signal flasher
is usually located in the convenience center, under the dash, on the
left side kick panel. In all cases, replacement is made by unplugging
the old unit and plugging in a new one.
