You don't say if it's "just" the dash lights, or if other lights do it as well. Try turning on a dome light and see if the dome light does it along with the dash lights. Do you notice your headlights doing this as well? These are just troubleshooting steps. If multiple light sources (dome, headlight, etc.) do it, then it's most likely a voltage regulator issue.
I dont know foe sure but most h/lights are adjusted from under the bonnet and behind the head lights there is 2 screws which lift and turn to the left or right .. so what you do is find the screws abd mark out 25 ft and that is were the h/lights should be on dip beam and in line with the car . turn lights on after doing it and then start engine and lights should brighten up ..if not alternator could have problem.
The only possible location I can think these circuits cross is at the headlight switch.The dimmer rheostat or the wheel you turn to dim and brighten your dash lights also should turn on your dome light so I think maybe a new headlight switch assembly or rheostat should fix tour problem
Sounds like a short in the wiring or fuse panel. As new as it is, I would suggest a mechanic as troubleshooting wiring in newer cars is not only difficult, but also dangerous. Many a shade-tree mechanic has set off the airbags that way!
Have your charging system checked. I had a similar problem with a chrysler van - the lights would brighten and then dim periodically. it turned out to be the battery.
