    GRAB TILT LEVER BY THE FLATS AFTER THE KNOB WITH A PAIR OF VICE GRIPS. ROTATE COUNTER CLOCKWISE. REMOVE TILT LEVER.

Not hard to replace. But you can't buy them., unless you get the entire steering column. Just did a Ford, same set up. Junk yard part is cheaper.

How do I fix my tilt steering wheel that is stuck in the down position.

Follow these steps:
1. Disconnect the battery by removing the negative wire-you don't want the airbag to get activated while you are working
2. Remove everything around the steering and ignition area. You would have to remove two screws under the column area
3. You will notice that some gears are on top of the column and the tilt release teeth. When you lift up these gears or teeth, the steering can be moved
4. Ensure that the linkage is maintained between the top gear and the lever-simply pull the lever and see if it is raising the top gear
5. If you feel it is stuck, spray on some WD40 to drive away any present rust or debris. Also, move the steering up and down, and alongside move the lever which is present behind the indicator lever
6. If still it is not solved, use a Philips-head screwdriver to raise the geards manually, and position them in the right place

2001 Lincoln town car sometimes will not start. Found by tilting the steering wheel up it starts most of the time.This problem only happens periodically, never when it is at the dealer to look at it.

Sounds like you have wires starting to come loose in the steering column. They may be breaking apart or it could be your ignition switch, both are in the column.

How hard is it to change the Ignition Key Lock Cylinder? Do I need to take off the Steering wheel or does the guts just come out from the Steering Col with a pin, or something?

REMOVAL AND INSTALLATION Ignition Switch Removal
  1. Disconnect battery ground cable. Remove the upper steering column shroud by removing the four or five self-tapping screws. Remove tilt steering column lock lever (if so equipped).
  1. Remove lower steering column shroud.
  1. Disconnect the ignition switch electrical connector.
  1. Rotate ignition switch lock cylinder to the RUN position.
  1. Remove the two screws retaining ignition switch.
  1. Disengage the ignition switch from the actuator.
Installation
NOTE: A new replacement ignition switch assembly will be set in the RUN position as received.
  1. Adjust the ignition switch by sliding the carrier to the ignition switch RUN position.
  1. Check to ensure that the ignition switch lock cylinder is in the RUN position. The RUN position is achieved by rotating the ignition switch lock cylinder approximately 90 degrees from the LOCK position.
  1. Install the ignition switch into the actuator. It may be necessary to move the ignition switch slightly back and forth to align the ignition switch mounting holes with the lock cylinder housing threaded holes.
  1. Install retaining screws. Tighten to 5.6-7.9 Nm (50-69 lb-in).
  1. Connect electrical connector to ignition switch.
  1. Connect battery ground cable. Check ignition switch for proper function, including START and ACC positions. Also, make certain that the column is in the LOCK position.
  1. Install upper steering column shroud.
  1. Install the lower steering column shroud and tilt steering column lock lever (if so equipped).

Tilt Steering Wheel lever appears broken - locked in up position - what is involved in repair or replacement? 97 T&C

This is a simple mechanical issue (no electronics involved).

Remove the plastic housing from around the steering column and ignition area. It is held with screws from under the column area. There are two screws from the top that you may need a short screwdriver to reach. Some are phillips and some are hex head. Just take your time it will come.

Once open you will see interlocking teeth or "gears" on the top of the column. One in mounted to the column the other engages into the tilt release teeth. This is the tilt mechanism. The top lever is lifted up by the adjusting lever. When the teeth are disengaged the wheel can be moved up and down.

Look to see the linkage is intact from the lever to the top gear. Pull the adjusting lever to see it is working and trying to lift the top gear up.

It can stick. Use WD40 if struck. Try shaking the steering wheel up and down while operating the adjusting lever (right side of column behind the turn signal lever).

Still struck? Use a screwdriver to lift the gears apart. The wheel will tilt easily now. Move to the desired position and engage the gears again. It will now be locked in the position you want.

It sounds complex but it is not. Just take your time and it will be obvious.

Note that while working you should have the negative cable removed from the battery. You do not want to trigger the air bag or damage the electronics. With the negative cable removed you will not have a problem.

Multifuction switch

This is for a 97 but it may give you some help...

MULTI-FUNCTION WIPER SWITCH
REMOVAL
Tilt the column up and remove the six screws holding the lower column shroud.
Tilt the column down and remove the upper shroud Upper Shroud Removal
Tilt the column up and remove the one steering column tilt lever screw at base of lever. Remove tilt lever and lower shroud.
Using a screwdriver in place of the lever, tilt the column down. Remove the two mounting screws on the switch and remove the switch. Remove the wiring from the hooks and disconnect the two electrical connections on the multi-function switch. Remove the multi-function switch.
