The pic attached shows instructions for the headlight and signal.
for just the signal light start by removing the phillips screw (A) from the tab above the headlight. Without breaking that tab, carefully pry the unit out from the corner start at the fender edge use something thin and plastic like a disposable knife with the teeth smoothed off.. once its out twist then pull out the bulb socket. They usually have markings to show the direction to twist. The bulbs are mostly the glass press in type which click when installed fully.

HELP!!! 99 Forester - Both Tail lights dont work and check engine light came on today. any feed back will help

there are 2 fuse boxes, one under the hood in the vicinity of the battery. the other box is usually on the drivers side either under the dash by your feet on the left, or where the door meets the dash. Occasionally it will be found in the glove box on where the passenger door meets the dash.
First thing to do is check the basics, oil level and coolant level in reservoir. (concerning the engine light) If the oil and coolant level is fine you should be safe to drive it to Auto Zone (or other such store, however Auto Zone does it for free) and have them plug in the computer to determine the cause of the engine light, it could be any number of things even the gas cap.
The tail light could be a fuse, however if no fuse is blown it could also be loose wiring. if you do not have an owner's manual, a really great investment is a repair manual, Chilton has the 1999 Forester online at http://seo.chiltonsonline.com/Pub/DIY/Product.aspx?ca=Repair&b=346 this will have step by step instructions on removing panels to check wires and replacing lamps.
check to see if the brake lights work and if they are a different bulb than the tail lights, I had a similar problem in an old Cavalier where the brake lights worked but the tail lights didn't, my problem was in the switch where you turn on the headlights/turn signal. Have a friend help determine what, if any, lights are working in the rear and front of the car.
Auto Parts stores have diagnosis equipment for common issues and are generally very helpful if you have a question about what may cause a problem. ( I have only had a problem with Pep Boys when it comes to being helpful.)

The circuit board needs to be replaced. Which is the board that the bulbs sit in. If you remove the turn signal bulb. You will notice the bulb socket will be slightly burnt inside. I had the same problem with my 99 Denali and replaced the circuit board for $35.00. Now everything is fine.

How do I remove the front turn signal assembly so I can replace the bulb?

Your turn signal bulb is a 1157A or 1156 bulb (either will work), and usually inserts into a connector
that unscrews 1/4 turn counterclockwise, and comes out of a headlight-turn signal assembly on the
front of the vehicle.
Try: opening the hood and turning the bulb holder 1/4 turn counterclockwise, then withdraw the
bulb base and installed bulb. replace old bulb by turning it 1/4 turn counterclockwise and
pulling it out (the 1157A and 1156 bulbs are bayonet-base). Install the new bulb by inserting
into the socket (properly aligning the 2 pins on the base of the bulb with the channels for them
in the socket), and the rotating the bulb 1/4 turn once inserted.
Now - test the new turn signal bulb before putting it back together - this insures that the installation
of the bulb into the socket correctly aligned the (2) contacts in the base of the bulb socket.
Then: insert socket into headlight-turn signal assembly and rotate clockwise 1/4-turn to install.

Summary: remove socket by rotating 1/4-turn counterclockwise and pulling out.
remove 1157A or 1156 bulb from socket by rotating bulb 1/4-turn counterclockwise and
pulling it out
installation is reverse of removal.

I also have a -99 Forester S turbo with the same problem. Runs like clockwork between failiures but all of a sudden engine turns but will not start. The workshop recomended fuelfilter replacement but I thaught it could have something to do with the immobilizer. what have you tried and ruled out?

Pull that bulb out and look closely at it, it'll probably have one of the filaments(Tungsten wires) broken and crossed over to the other one causing a short to power and/or the bottom of the bulb has had the 2 lead contacts melt together. In either case the bulb will need to be replaced. If this doesn't fix the problem please let me know so I can look into it further.
