The horn system consists of a single horn, a horn relay located in the underhood fuse block, and driver controlled horn switch in the steering wheel. The horn system is designed to provide the driver with an audible warning to signal pedestrians, other drivers, etc.
Operation
Voltage is supplied to the horn relay coil and contacts at all times through a 10 amp HORN fuse, located in the underhood fuse block. When the driver pushes the horn pad, driver air bag module, the circuit completes and energizes the horn relay coil. This causes the horn relay contact to close. When the contact closes, current travels to the horn and the horn emits an audible warning.

Where is the fuse for the windshield wipers on a 1999 Saturn SL?
It is located on the fuse panel on the Passenger side.
Look for the removable panel that is located below the radio/center bezel on the right side (passenger side). It's not part of the center shifter console, but just forward of it. Remove the panel marked "Fuses"! You will find the Wiper Fuse in this panel along with the fuses for the Radio, Accessory Power Plug/Lighter, Power Door Lock & Window Relays, Fuel Pump Relay, Cruise Control fuse, exc......

Horn dosnt work . steering wheel buttons dont feel correct.
It could just be that your horns are bad and need replacing. You got to the horn relay and have somebody push the horn buttons while you hold your fingers on the relay, if you feel it click the your buttons are good and you have bad horns.

Why does the horn go off when i put the fuse in?
Your horn button may be stuck or the horn relay in the powerbox is bad. You can get diagrams at autozone.com when you register your car for free on their site.

My horn is not working I replaced the fuse.someone told me to check the relay to the horn but not sure where that is
the 96-99 saturns have a special horn with built in relay. if you pull the driver side headlight assembly out you will find it underneath. you can not use a generic horn to replace it, must get an exact replacement. they are about 55 bucks at www.getsaturnparts.net. if you know what you are doing you could put in your own relay and horn, but most likely easier to get a replacement for the unit in there.

Horn dosent work cant find relay 95 saturn sl2 2 wire horn
Could be the switches inside the steering wheel. But much easier to swap the relay first and remove it as a possibility. You can also jump 12 volts directly from the battery to the horn with a long heavy wire just to make sure the horn is good. Saturn relays are to the left of the passenger's knee
behind a velcro fastened panel.

The saturn horns ARE notorious for failing, you may have to replace the horn because it has a built in horn relay that is the cause of the failure. YOU WILL KEEP BLOWING FUSES if the horn is not working because it's grounding out through the bad relay that is built into the horn. DON'T go with a loud or aftermarket horn if you don't know how to wire it safely or you will fry the clock spring in the steering wheel, just stick with the stock horn and you will be fine.

Horn keep beeping
Get your owner's manual out of the glovebox and find the fuse panel. I believe it is behind a velcro attached panel to the left of the front passenger's knee. When you take the cover off there is a paper in there explaining what each thing is. Locate the horn relay and pull it out, that will quiet the horn. Possibly the relay is bad and replacement could fix it, however I would put my money on the switch in the steering wheel being bad. If you cannot find the horn relay, look under the front left bumper in front of the battery and just pull the wires off the horn itself to quiet the thing.

good be a bad horn or horn relay, test wire at horn for power while someone pushs horn pad, if you have power then horn is bad,if no power, then may be relay.
