When was the last time the rear brakes were serviced? If the lever needs adjusting the friction surfaces could be worn down. How far does it need adjusting? If it's a small amount you can take up some some slack at the brakes in the hub. If it is a noticeable amount there could be stretch in the cable and that is easiest solved by replacing it.
It's under the vehicle in front of the rear wheel you must soak it with penetrating oil for a while because it's been exposed to water for years if you can get it apart you a drill with a wire brush to get the rust off then lube it up with anti seize and adjust the cable when was the last time your rear brakes were changed? They can be near the end and maybe why your emergency brake is not working

On the Toyota, you can do it two ways: The easiest is to push in on the release button on the lever and move the lever up and down twenty or thirty times while the vehicle is slowly moving forward. A long driveway or parking lot is best for this. Or, there is an adjusting nut at the end of the park brake cable under the handle. If you pull the handle up, you should be able to see it down inside the center console on the bottom side of the handle. Turn the nut clockwise a turn or two.
The daewoo is anyone's guess. I've never even seen one.

The hand brake on this model can be adjusted from inside the car. Where the handbrake is in the center console, the plastic around it can be taken off. There is a screw on each side that needs to come out, and then from there just pull up, and twist it around and up from the parking brake. Set it aside along with the screws. On the inside you will see what looks like a long gold colored screw, t his is for the tension adjustment. Part of it should have a hex head that you can fit a wrench on. My 03 Hyundai uses a 12mm wrench. Keep turning it towards the passenger side occasionally pulling up on the hand brake to test the tension. Once the tension feels tight but not too tight that's it and you are done. You should be able to pull up on the hand brake about 3-4 clicks and that would be appropriate tension...

The hand brake hardly ever needs ajusting. See your hand brake mechanincly spreads your rear brake shose inside the drum. Therefore just replace your rear shoes and make sure there ajusted right and you should have no more problems with that part of your car. PS make sure you put some 3M paste on the contact points on your backing plate to avoid a squeak in the near future.

Check to see that when you pull the lever back, that the parking brakes aren't grabbing. Approximately straight up, and down with the lever, is the neutral position, then pulling it back slightly towards the seat will set the parking brake.
Also, push the low pedal in very slowly, until you feel when you hit the low speed cam. You'll feel it. There will suddenly be more resistance at this point. That's where neutral is. The pedal should move down about 1 and 1/2 inches. The manual states halfway, this may be incorrect.
Jack up the car, (Use chock blocks under the tires, and work on a hard, level flat surface), check that the parking brakes are not setting when the lever is in the neutral position.
And yes, your deduction is correct about when the clutch oil is cold. The clutch used is a 'Wet Clutch'.
