this is a common problem on late 90s GMs. what you need is a new regulator. buy one on ebay and pay a glass shop to install it. Ten years is about all you can expect out of the motor so just go ahead and do the whole thing. labor to swap the regulator is much cheaper than to try and fix the regulator.

It happened to my 98 Intrigue. It stopped as soon as I changed the sockets. It is very simple to do this, just pull it out the the plug from the connector about 4 inches from the socket. I got used ones at the junk yard, 2 bucks a piece. Been working fine for almost 2 years.
sounds like the blend door motor is bad on the driverside, its located on the heater box, here a diagram to help you locate it.it is on the driverside of the box, heres a picture of it, this is a single zone yours is daul you will see the pass/side motor the driverside i pointed to its location on your car. hope this helps you.
sounds like one of the mixing doors on the drivers side is stuck on the heater side. or the vacuum hose on the mixing door is off of not creating enough vacuum because of a crack in it or possibly coming off
If you look under the dash, you'll see the part hanging off the wiring harness or it may be plugged in at or near the fuse block. You'll be looking under the driver side of the dash.
