2001 kia sportage limited blower will not work fuses ok told the resistor maybe the promble is there a way to test the resistor?

It is pretty simple. You either have electrical power going through the resistor assembly and then out of the resistor assembly to ground the motor, or you don't.

The easiest place to check for power making it through the blower resistor is at the blower motor connector.

HINT: If the blower will not work on ANY speeds, including "HIGH", it is NOT caused by the resistor assembly.

The heater fan on my 1993 f-350 has become really loud. I only have hi speed which I understand may be a resistor issue but how do I remove the fan and motor assembly to inspect it?

A heater blower motor resistor is an electronic device with three or more progressive resistors that allow the heater blower motor to operate at slower speeds. The highest speed of the heater blower motor is not controlled by the resistor, so when the resistor fails, the fan will often work on the highest speed setting, but not the lower speeds.
To resistor is generally located under the dashboard and under the hood, near the blower motor . The resistor's electrical connector is disconnected, the resistor is removed and the new resistor is installed. On some vehicles it may be easily accessible, and on others it may take partial dashboard removal to replace the resistor.
Look under the hood, generally the wiring for the Blower resistor is attached to the wiring to the blower motor itself
It's inboard & below the motor, near the accumulator. You can see it standing beside the passenger fender. it's the off-white connector behind the L heater hose above the vacuum reservoir & the white WARNING sticker

Blower Motor Resistor and Controller Replacement

REMOVAL

1. Disconnect and isolate the batten' negative cable.

2. Depress locking tab and unplug the wire harness connector from the blower motor

resistor or controller (power module).

3. Depress locking tab and unplug the resistor or controller connector from the blower

motor.

4. Remove the 2 screws that secure the blower motor resistor or controller to the

heater-AC housing.

5. Remove the blower motor resistor or controller from the heater AC housing.

INSTALLATION

1. Install the blower motor resistor or controller to the heater AC housing. The

housing is indexed to allow (controller power module) mounting in only one

position. Tighten the mounting screws to 2.2 Nm(20 in. Lbs.).

2. Plug in the wire harness connector to the blower motor resistor or controller.

3. Plug in the connector from the blower motor resistor or controller to the blower

motor.

4. Connect the batten' negative cable.

2005 Jeep Grand Cherokee. Htr/AC fan switch only functions @ highest speed. At lower speed settings I can hear doors opening and closing---but not air.

replace the blower motor resistor. It controls the fan speeds. It defaults to high speed only when it fails.

How to replace the blower motor resistor block: Caution: Stay clear of the blower motor and resistor block (Hot). Do not operate the blower motor with the resistor block removed. 1. Disconnect and isolate the battery negative cable.
2. Remove the glove box from the instrument panel.
3. Pull out the lock on the blower motor resistor wire harness connector to unlock the connector latch.
4. Depress the latch on the blower motor resistor wire harness connector and disconnect the connector from the resistor.
5. Remove the two screws that secure the blower motor resistor block to the HVAC housing.
6. Remove the resistor block from the HVAC housing. Installation:
1. Position the blower motor resistor block into the HVAC housing.
2. Install the two screws that secure the resistor block to the HVAC housing. Tighten the screws to 2.2 Nm (20 in. lbs.)
3. Connect the wire harness connector to the resistor block.
4. Push in the lock on the blower motor resistor wire harness connecgtor to lock the connector latch.
5. Install the glove box.
6. Reconnect the battery negative cable.
7. Have a nice day!

Fan only works on high

It isn't the switch it needs a new blower resistor and new fan motor.
The fan motor will start to pull too many amps through the resistor and in turn smokes the resistor. You can replace the resistor and it will temporarily fix the problem but eventually the fan motor will end up overloading the new resistor and ruining it.
Replace both the resistor and the blower motor. The resistor is located on the firewall inside of vehicle on the passenger side. If I remember correctly it is a bit of a ****** to get to the screws.
Also if you have automatic temperature control the GM part number for the resistor should be 89018643

Durango vent blower fan

The blower motor resistors are known for going bad. Usually its because the blower starts drawing too much current. What I would recommend doing if you can and have the tools, is to check the blower motor connector to make sure 12 volts is present. If so than I would recommend replacing the blower motor resistor. Then if the same issue ever happens again and the blower motor resistor is bad again, you will need to replace the blower motor and the blower resistor as the final repair.
Here is some info about testing the resistor using a multimeter it you have one:

DIAGNOSIS AND TESTING- BLOWER MOTOR RESISTOR WARNING: ON VEHICLES EQUIPPED WITH AIRBAGS, DISABLE THE AIRBAG SYSTEM BEFORE ATTEMPTING ANY STEERING WHEEL, STEERING COLUMN, OR INSTRUMENT PANEL COMPONENT DIAGNOSIS OR SERVICE. DISCONNECT AND ISOLATE THE BATTERY NEGATIVE (GROUND) CABLE, THEN WAIT TWO MINUTES FOR THE AIRBAG SYSTEM CAPACITOR TO DISCHARGE BEFORE PERFORMING FURTHER DIAGNOSIS OR SERVICE. FAILURE TO TAKE THE PROPER PRECAUTIONS COULD RESULT IN ACCIDENTAL AIRBAG DEPLOYMENT AND POSSIBLE PERSONAL INJURY.
Both the front blower motor resistor and the optional rear heater-A/C unit blower motor resistor can be diagnosed using the procedure that follows. For circuit descriptions and diagrams, refer to Air Conditioning/Heater in Group 8W - Wiring Diagrams.
  1. Disconnect and isolate the negative battery cable.
  2. Disconnect the wire harness connector from the blower motor resistor block.
  3. Check for continuity between each of the blower motor switch input terminals of the resistor and the resistor output terminal. In each case there should be continuity. If OK, repair the wire harness circuits between the blower motor switch and the blower motor resistor block or blower motor as required. If not OK, replace the faulty blower motor resistor block.
Here is the information on replacing the resistor:

REMOVAL
  1. Disconnect and isolate the battery negative cable.
  2. From the passenger foot well area, remove the two hex screws used to secure the blower motor resistor.
  3. Unplug the front blower motor resistor from the wire harness connector.
  4. Remove the front blower motor resistor from the HVAC unit.
Here is an exploded view of the HVAC box. The resistor is #63 in the picture and the actual part may appear slightly different:
