A mechanic would check for power at the headlight switch and turn signal switch then go from there. Might be a fuseable link in the engine compartment.
I would recommend finding the fuse and check it first, then find and check the headlight relay, one of these must be faulty. Good luck and Happy New Year!
Bypass the fuse? Bypassing a fuse is a fire hazard in the first place. When they worked on that everything should work normally plus the added feature. Not compromising anything. Take it back there and have it done properly or put it back the way it was, and have it done somewhere else. You work hard for your money so you deserve a good job on your car.
