The most common cause of this is that the air temperature control door (called a blend door) is stuck or the tiny electric drive motor that moves it is defective. You will need a good shop that fixes AC/Heater issues to diagnose this, I am just guessing based on past experiences with GM (Olds and Cady) cars. A picture of the little drive motor is below, the door it moves connects to the hole that has white.

I have a 1991 Cadillac deville, and when I'm idling, my heat blows hot,but when I start driving down the interstate, it blows cold. I just put a new thermostat in it.

Its possible you've installed the thermostat upside down. If this is not the case, then I think you've got an air bubble in your cooling system. It could work itself out or while the engine is cooled down, you can open the radiator cap and see if its at all low on coolant.

My heater dont work it blow out air but there very lil heat

Check whether the heater core is clogged by feeling the two tubes at the firewall that lead to the heater core. If they are cool rather than hot when the car is at normal operating temperature, the heater core will have to be flushed out, or replaced.

If the two tubes at the firewall are hot, but the interior doesn't get heat, then a blend door problem may exist where it is at the wrong angle due to a faulty vacuum motor, or control for the vacuum motor.

Good luck on getting heat inside of your 1998 Cadillac Deville.

1995 cadillac deville 4.9 eng no heat

The heater in your car depends upon a flow of hot coolant going through the heater core in order to get hot air into the car. If the heater core is partially plugged, it will restrict the flow. If you have a head gasket that is putting exhaust into the cooling system, it will eventually get into the heater core. When this happens there is no coolant in the heater core to make the air warm. If the water pump vanes have corroded away the result will be very poor coolant circulation causing the heater to not blow hot air. If your car is equipped with a heater control valve that is not functioning properly, the coolant flow will be restricted. One or a combination of these factors is likely the culprit in your case.

if the car is not overheating, the thermostat is working fine.... replace or flush the heater core multiple times to try and eliminate sediment build-up.
