It's tan . An it's five volt reference voltage .do you know about reference voltage ? The PCM supplies this voltage . The tan / black wire is a ground through the PCM . 5 volt reference
The iat is part of maf sensor. The iat gets 5 volts ref from the computer.

red with blue stripe and black... cut the red with blue strip and connect one end of the resistor to the harness side. Then splice the other end of the resistor to the black wire... do not cut it just splice into it.
