If both the coolant hoses are hot then the coolant is passing through the heater core. You probably have an actuator or blend door that is not working. It may be restricted by commanding it to work. A scanner could help you find out the problem.

why do you need to be thinking outside of boxes? The Codes tell you exactly what the problem is.

I'm not aware of fuel pressure regulator sensor? I am aware of fuel pressure regulator, should be part of fuel pump assembly. I'd replace whole assembly, if that's the problem? You can look at online automotive parts book to see price. good luck

13. Before servicing the vehicle, refer to the Precautions section. CAUTION High pressure lines deliver diesel fuel under extreme pressure from the injection pump to the fuel injectors. This may be as high as 23,200 psi.(1600 bar). Use extreme caution when inspecting for high pressure fuel leaks. Fuel under this amount of pressure can penetrate skin causing personal injury or death. Inspect for high pressure fuel leaks with a sheet of cardboard. Wear safety goggles and adequate protective clothing when servicing fuel system.

17. Remove the EGR airflow control valve from the intake manifold.
18. Remove high pressure injection pump to fuel rail high pressure line.
19. Disconnect high pressure injection pump quantity control valve electrical connector.
20. Disconnect fuel supply and return lines at high pressure injection pump.
21. Remove alternator to intake manifold bracket.

21 Remove high pressure injection pump retaining nuts and remove pump.

Care must be taken not to bend the brake vacuum tube when removing high pressure pump.

fuel pressure sensor has failed

Your truck needs to be hooked up to a scan tool so the common rail fuel pressure can be checked.
Have you checked to see if your fuel lift punp is operating to transfer fuel from your tank to the high pressure CP3 fuel pump?
Could possibly be the FCA (fuel control actuator) located on the back of the CP3 pump. It controls the fuel pressure in the high pressure fuel system.

Bad Injectors are also a known cause for no start on these trucks.

Do not unhook any fuel injection lines from the CP3 or Fuel rail or Injector cross over tubes while cranking or running as this fuel pressure varie from 4000 psi to 23000 psi when running.
