see the diagram attached and fix it. test any wires loose+corroded+test the fuse+ the relais with VOM +button for dirty or faulty, and+horn itself for loose wires , adjust the screw for soudn.God bless you
Answering this 2013 question in case it can help someone in the future. Horn fuse is located in your engine compartment in the fuse/relay panel which is behind the battery. Recomment you disconnect your battery before removing cover. If you do not have your owners manual to locate it, you can download it free here: https://carmanuals2.com/kia/spectra-2009-owner-s-manual-54462. Attached images that may help as well.
