Programming Theft Deterrent System Components
Important: When replacing a body control module (BCM) with an GM Service Parts Operation (SPO) Replacement Part, set up the replacement BCM prior to the 10-minute relearn procedure or the 30-minute relearn procedure. Refer to Body Control Module (BCM) Programming/RPO Configuration in Body Control System.
Important:
• When replacing a BCM with an GM SPO Replacement Part, the module will learn the keys immediately. The existing powertrain control module (PCM) must learn the new fuel continue password when you replace the BCM.
• When replacing a PCM with a GM SPO Replacement Part, the new PCM will learn the incoming fuel enable password immediately after programming and upon receipt of a password message. A PCM which had been installed in another vehicle would have learned the fuel enable password of the other vehicle's BCM. Perform either the 10-minute relearn procedure or the 30-minute relearn procedure to learn the fuel enable password of the current vehicle's BCM.
• When performing either relearn procedure, all previously learned keys will be erased from the BCM memory.
• Additional keys may be learned. Refer to Adding Keys .
Tools Required
• Scan tool
• Techline Terminal with current Service Programing System (SPS) software
10-Minute Relearn Procedure
Use this procedure after replacing the following components:
• The passkey III (PK3) keys
• The BCM
• The PCM, see Important above
Important: If replacing a BCM with a GM SPO Replacement Part, perform the procedure to setup a new BCM prior to the 10-minute relearn procedure. Refer to Body Control Module (BCM) Programming/RPO Configuration in Body Control System.
Connect a scan tool to the vehicle.
Turn ON the ignition, with the engine OFF.
Insure that all power consuming devices are turned OFF on the vehicle.
With a scan tool, select Request Info. under Service Programming System and follow the scan tool on-screen instructions.
Disconnect the scan tool from the vehicle and connect the scan tool to a Techline Terminal with the current Service Programming System (SPS) software.
On the Techline Terminal, select Service Programming System and follow the Techline Terminal on-screen instructions.
Disconnect the scan tool from the Techline Terminal and re-connect the scan tool to the vehicle.
With a master passkey III key, turn ON the ignition with the engine OFF.
With a scan tool, select Program ECU under Service Programming System.
At this point the scan tool must remain connected for the duration of the 10-minute relearn procedure.
Observe the scan tool, after approximately 10 minutes the scan tool will display "Programming Successful, Turn OFF Ignition". The vehicle is now ready to relearn the key information and/or the passwords on the next ignition switch transition from OFF to ON.
Turn OFF the ignition and wait 5 seconds.
With a master Passkey III key, start the vehicle. The BCM has now learned the key transponder information and the PCM has now learned the fuel continue password.
Important: Perform this step ONLY on vehicles with EXPORT configured BCM's.
Turn OFF the ignition and wait 15 seconds minimum.
Important: Perform this step ONLY on vehicles with EXPORT configured BCM's.
With a second master passkey III key, start the vehicle. The BCM has now learned the second master Passkey III key transponder information
With a scan tool, clear any DTCs.
30-Minute Relearn Procedure
Use this procedure after replacing the following components:
• The passkey III (PK3) keys
• The BCM
• The PCM, see important above
Important: This procedure is not available on vehicles equipped with option code (Z49).
If replacing a BCM with an GM SPO Replacement Part, perform the procedure to setup a new BCM prior to the 30-minute relearn procedure.
With a master passkey III key, turn ON the ignition, with the engine OFF.
Observe the STARTING DISABLED DUE TO THEFT message on the drivers information center (DIC), after approximately 10 minutes the STARTING DISABLED DUE TO THEFT message on the DIC will turn off.
Turn OFF the ignition, and wait 5 seconds.
Repeat steps 1-3 two more times for a total of 3 cycles or 30 minutes.
Important: The vehicle learns the key transponder information and/or passwords on the ignition switch transition from OFF to CRANK. You must turn the ignition OFF before attempting to start the vehicle.
With a master passkey III key, start the vehicle. The vehicle has now learned the key transponder information and the PCM has now learned the fuel continue password.

This is one of the few that can be bypassed with a PassKey bypass kit.

Do you have a master key ?
With a master passkey III key (Black), turn ON the ignition, with the engine OFF.
Observe the Security telltale, after approximately 10 minutes the telltale will turn off.
Turn OFF the ignition, and wait 5 seconds.
Repeat steps 1-3 two more times for a total of 3 cycles or 30 minutes

Important: The vehicle learns the key transponder information and/or passwords on the ignition switch transition from OFF to CRANK. You must turn the ignition OFF before attempting to start the vehicle.
With a master passkey III key, start the vehicle. The vehicle has now learned the key transponder information and the PCM has now learned the fuel continue password.
With a scan tool, clear any DTCs.

Relearn for what ? Anti theft system PK3 ? The relearn procedure is three 10 min. procedures for a total of 30 min.

Back in 1986 the GM Passkey security systems, also known as immobilizers, were introduced. In doing so, an expensive was implanted in each and every one of the affected vehicles. Given the impact of the GM Passkey systems in the years since they were introduced, it's not really clear whether the intention was really to provide additional security, or to generate a new revenue stream.

GM PASSKey goes by many names

Over the years, GM has come up with a number of catchy names for these systems:

• Vehicle Anti-Theft System (VATS)
• Personal Anti-theft Security System (PASSkey). To be precise, GM PASSkey I, PASSkey II, and - count them - PASSkey III.
• PASSlock. After all, what good is a key without a lock?

The disabling effect of GM PASSkey Systems

In spite of the efforts to make the systems, generally known in the industry as PASSkey Systems, sound effective and ever more advanced, they are really all pretty much the same.
It doesn't really matter if the vehicle's PASSkey System is controlled by a resistor in the key, by the Theft Deterrent Module (TDM), or by the Body Control Module (BDM).
One of the key attributes that all the GM PASSkey Security Systems share is that they systematically end up immobilizing cars, alright, making it impossible for their owners to start them!
Yes, the many versions may all look different, but they are all based on the same simple idea - so simple, in fact, that you could argue it's not a suitable foundation for building a true security system.
Most importantly, they all end up immobilizing the host vehicle permanently and often before it is even 7 years old. In all cases, your friendly dealer will ask at least $1,000 to fix the problem - which will invariably strike again after some more time.
But wait a minute... what's a car dealership's core business? It's not repairing obscure, crippling vehicle problems, at a reasonable price. It's selling you a new vehicle, as often as humanly possible.
So even if your dealership were inclined to help you repair or replace the GM PASSkey Security System... well, what a coincidence, many of all those versions introduced over the years have been completely discontinued.
In the meantime, your car still won't start, and that won't change unless you have a way to disable or bypass the GM PASSkey System, and so far... you don't. Nor do you have time to figure it out. And your time is money. Money on top of the taxpayer-funded bailout of GM in both the USA and Canada.
So what do you do end up doing? Maybe you junk the lame Chevy. Then you take out yet another loan to buy another one. That's a perfectly happy ending to this story.... for the dealer, for GM, and for the bank.

Don't get me wrong! What I hate is Passkey, not GM!

Look, don't get me wrong. I love GM cars. Most of all, I love Buicks! I love the sound of the engine, the understated attitude, the size.... In fact, I love them so much, that I own two of them! You can even read about how I saved my '95 Buick LeSabre from the PASSkey trap. And I was recently lucky enough to get my hands on a rich gold 1970 Buick Electra in mint condition, no GM PASSkey Security System in that one, thank you very much!

An ounce of prevention....

Is worth a ton of cure. You remember that saying.
Remove the GM PASSkey "Security" System before it gets a chance to take out your vehicle. Seriously! Even (or especially) if it's still starting every time, just do a full bypass of the PASSkey System with the NEWROCKIES Inc PRO Module and save yourself a great deal of money, time, and aggravation.
And if your vehicle is having trouble starting - trouble that cannot be traced to the usual easy suspects, like the battery or starter motor, get it

Turn OFF the ignition and wait 5 seconds.
With a master Passkey III key, start the vehicle. The theft deterrent control module has now learned the key transponder information and the PCM has now learned the fuel continue password.
Important: Perform this step ONLY on vehicles with EXPORT and Canadian configured theft deterrent control modules.
Turn OFF the ignition and wait 15 seconds minimum.
Important: Perform this step ONLY on vehicles with EXPORT and Canadian configured theft deterrent control modules.
With a second master passkey III key, start the vehicle. The theft deterrent control module has now learned the second master Passkey III key transponder information
With a scan tool, clear any DTCs.

You certainly aren't the first one to have security issues with these things. Your best bet is to just bypass the system. I'm pretty sure you have Passkey III. An immobilizer bypass is an electrical circuit which allows current to flow to whatever component is starved of current to keep the engine from running (usually the coil). The immobilizer opens the circuit to the coil, the immobilizer bypass closes the circuit to the coil.

If you didn't install an immobilizer circuit, then you don't need the bypass. There are probably instructions you missed in the manual explaining the immobilizer circuit.

You must get a new key from the dealer. Bring in the registration, and photo I.D. Then they will cut you a key. After that, try this procedure....

1. With a master passkey III key (Black), turn ON the ignition, with the engine OFF.
2. Observe the Security telltale, after approximately 10 minutes the telltale will turn off.
3. Turn OFF the ignition, and wait 5 seconds.
4. Repeat steps 1-3 two more times for a total of 3 cycles or 30 minutes.
5. With a master passkey III key, start the vehicle. The vehicle has now learned the key transponder information and the PCM has now learned the fuel continue password.
6. If it does not work, you will need to get it to the dealer.
