Without knowing what the fuel pressure is, no one can say for sure. You'll need to check that. If you find there is a fuel pressure issue, you'll need to isolate the cause (wiring, connectors, pump relay or the pump itself). You will also want to inspect/examine the intake air hose, filter & vacuum lines to eliminate those things as possible causes. Additionally, you might simply have a throttle position sensor which is malfunctioning/going bad. You'll also want to scan your OBDII for any trouble codes which may have been set and which could help narrow down your search for the cause.

2001 Elantra will vapor canister stop the car from starting

Yes it will do to catalyst system. It will stop up with carbon and can't breath. You should be able to clean it. You may just have broken or cracked vacuum lines.

What makes it vapor lock

If it is a gas engine, its almost impossible to get vapor lock.
Vapor lock is when liquid gasoline turns to a vapor which will not flow thru a carburetor. The usual cause was hot fuel lines going to the carb.
Since the early 1980s engines have used fuel injection which uses liquid fuel under pressure.

How do you fix vapor lock?

Vapor lock is more or less impossible with a fuel injected engine.
Years ago when engines used a carburetor, liquid gas flowed thru the line from the tank and sat in the bowl of the carb until it was pulled thru the venturi into the intake. If the fuel line or carb became too hot, the liquid gas would vaporize.
Fuel injectors accomplish the same effect by spraying a vapor of fuel into the cylinders under pressure.

I have a problem with gas fumes and also I have to pump gas slowly or it cuts off. What is the problem?

Check and make sure the vapor return/vent line from the gas tank is not broken of disconnected.

You will find this line going from behind the gas filler, running right along the tube going to the tank for the gas.
