Sounds like the brake light switch at the brake pedal is stuck in the on position or shorted internally.

There is a switch/sensor located at you break pedal, when you hit the breaks this has a small pin that make positive contact telling your break lights to come on. It may be broken or stuck, check it.

Also check all the bulbs on your car, breaks and blinkers etc...

85 tercel parking brake light stays on

I am assuming you mean the red light on the dash that says "brakes".
That light is powered by the parking brake switch and the pressure switch for the hydraulic brakes. If the parking brake is on, or the brake fluid is low, the light comes on.

Brake lights stay on

The warning light on the dash, or the brake lights in the back of the car ? ?
The brake fluid could be low or the parking brake switch could be faulty if the warning light is on.
The brake light switch on the pedal could be faulty if the brake lights are staying on.

How can I know if my toyota tercel 1995 needs brakes change?

The only way without an inspection of the brake system is your fluid level in your reservoir. unless its leaking out fluid that is the only way to really tell , as fluid if used up to take the space lost from the brake pads being worn it will deplete in oil in the reservoir.

Peaking at the brake pads or rear brake shoes is another way, but not advisable if you are not able to raise the vehicle up enough to remove the wheels.

Brake light stays on

The brake light usually comes on when the parking brake is applied. If the brake light is still on after the parking brake is released, then there is something wrong with your brake system. Check your brake hoses, brake lines, and master cylinder for leaks of brake fluid. If you cant find anything, see a mechanic for help.

Center brake light illuminates, but LH/RH brake lights do not

LH/RH lights cable could be disconnected anywhere, will take a long time to trace.
Center Brake Light and LH & RH should be connected at one point.
Jump a cable from Center Brake Light to one of Rear Break Light.
Hope this will works.
