You cannot fix this as you are interfering with the wiper operation by switching of while in the delay setting
when you go to the delay setting ( intermittent operation) there is a small timer in the circuit that parks the wipers until it is reenergized with a power pulse which causes the wipe action of the wipers
by turning of the power as by the ignition switch when the wipers are in operation there is no power to return to the rest position of the wipers so they will stop where ever they are in the operation as there is no power in the timer to return them to the rest position
when you turn the ignition switch back on , the delay circuit is again pulsed and the wipers will return to rest or continue the wipe action until you turn the wipers off correctly
If you feel that there is something wrong take it to an accredited auto electrician for a proper diagnosis and quote
You will need to diagnose this with a multi meter....on dark green terminal d at the wiper pulse board, with the wipers on any delay position, you should be reading .0005 Amps and 12 Volts and at the same time on the delay position one click below low(the fastest delay speed) you should be reading .0003Amps and 12V on terminal E gray wire, The purple wire (terminal C) should have 12V on high speed only. The yellow wire (terminal B) should have 12V when the key is on and the black wire (terminal A) should always be grounded....check all of that and we should be able to find your problem.
The Amperage should change on terminal E (the gray wire) with each position on the switch but the change will be very small. i.e. the first speed (longest delay) will read .000017 A, the second setting .00004 A and so on. Check that and let me know...(by the way, amps are checked in series with the connector so unplug it, place one probe in the connector and the other in the motor plug terminal. )
Try this:
With ignition on, turn on wiper switch. When wiper arm gets to point where blade does not touch screen, turn off ignition switch so that wipers do not return to park position. It may take a few goes to stop arm in the right position so repeat process until it is in the best position.
Check main wiper arm and bend slightly towards windscreen so that blade touches screen and there is some spring pressure from the arm to keep blade on screen. Also check that there is no interference between main arm and the section which supports the rubber blade. If you get blade chatter as the arm sweeps, twist the end of the main arm slightly in the opposite direction to the movement that produces the chatter. It may take a bit of trial and error to get it all right.
