When you first turn on the ignition switch, the fuel pump only comes on about 6 out of 10 times. Changed the fuel pump and checked the fuses. The fuel cut off switch and connection appears in good condition. I ran the code and it gave 1233, which was no help to me.
Ford released a SSM (Special Service Message) stating that 2003-2004 Town Car, Grand Marquis and Crown Victoria models may exhibit code P1233 with possible drivability or no start symptoms. It suggests that before replacing a suspect FPDM, fuel pump relay, inertia switch, fuel pump sending unit or PCM, the following things should be checked: Check for a loose PCM pin fit issue. Check for a loose or faulty ground at G101, G103, and G400. Check the FPDM harness located behind the rear seat at the base of the C-pillar for chafed wires on the bracket and check for a circuit or connection issue with the Dark Green/Yellow (DG/YE) wire which runs between the FPDM and PCM pin 40 due to a poor crimp. If all of these items check to be ok, perform normal diagnostics for code P1233.
Hold on juncro. Currently chasing this problem in an '03 Crown Vic squad car. On its 3rd fuel pump, and it still has sporatic no starts, especially when cold. Will post solution when i inspect wiring.
