Stripped oil drain plug
Either drop the whole pan or get under the flange on the plug with something like this: http://www.sears.com/abn-the-abn-door-panel-plastic-fastener-clip/p-SPM12120087630?plpSellerId=AutoBodyNow&prdNo=6&blockNo=6&blockType=G6
That will allow you to put leverage on the plug while you unscrew it. You may be able to pull on it with vice grips also. When you get it out you will have to thread a new one.

You have tried what? I gave you three things to do, drop the pan, use vice grips, get under the flange on the bolt.

Is the head stripped or threads stripped if head grind down to next size or rectangle for wrench or vice grip if threads better to drop the pan to inspect for filings as well as easier removal of plug
