Why? You need a repair manual. Try filepeep.com if they have it, or manualslib.com or your Auto parts store, or library.
If you DIY you will need to remove the head. Then may need a hydraulic press at machine shop to press out the old and install a new.

a possible problem could be the crankshaft oil seal. that you can found at the lower back of the engine. where the trans axle (transmission) attach to the engine. it's a major job that need to be the work of under chassis mechanic.

its not hard, but you have to know what you are doing. I would buy all parts from the dealer. You only want to do this once.

Yes, it's possible to change the seal after removing the balancer.
If the balancer shows signs of scratching, wear at the place of the seal, change that part too!

To remove the old seal, drill 2 small opposite holes in the seal flange ( there is metal in it ).
Screw 2 (parker) screws in the holes, so you can pull the seal out gently.
Grease the new seals' inner race, and put some sealant paste to the external race.
Push it back in place with a wooden piece ( drill a hole in the center for the crankshaft end )
Grease the outher race of the balancer. This will help the seal come gently into place.

Yes, You can rent these tools from Some Larger Auto Supply Chain Stores. I would get it Washed and DeGreased First and make sure that the Leak is Coming from this Point before I tore into it Though. Your info is confusing. The rear cam seal is not inside the timing belt cover, and the crank seal is at the bottom of the engine, while the cam seal is at the top.

Is there oil at the top, around the cam seal? Or just at the bottom? It's common for the oil pump seal to leak. If you get the oil pump reseal kit, it contains the oil pump seal and gasket, as well as the crankshaft seal. Make sure you seal the oil pump bolts, Volvo has special copper washers for this purpose.

Just try to locate the oil leak before replacing any more parts. Sometimes it can be something simple like the oil cap seal or the oil trap housing.
