Once you take the whole tailgate apart, you may find the current latch mechanism is only jammed, and with some lubrication and/or bending or adjustment, it may still work.
However, it may need replacement to fix the problem.

Many car manufactuers use lite plastic gromets to hold moving parts together such as the linkage points for opening or unlocking doors and tailgates. When they break, and they do, the door or gate has to be taken apart to replace them. With a gate there may be an access panel on the inside directly behind the latch handle.
you have to get in behind tailgate interior trim and pull handle lever as this has come off from the actuator,once tailgate is opened remove panel and relocate actuator bar and you might want to cable tie bar in place for the future
I had the same problem on my 2000 blazer, I peeled back the carpet and cut out a small hole near the mechanism and put a flat head screw driver in there and unlocked it manuallly
my v70 vovlo estate(2000) tailgate wont open.checked fuses ok.no sound from mechansim when key fob depressed as the others do.Cant get into the back panel or open door at all.can you help with a suggestion?
