Entertain the possibility that feature was bad, killing the battery over and over, and a prior owner disabled it to save himself and all future owners a lot of jump start aggravation. Power locks seem to have a common problem of self activation on and off when the ignition is off. Check for a rusty handle. If you push the handle forward then try the power unlock then open the door with handle. I have been finding that the handle becomes rusty and does not return all the way when released. Therefore not allowing the locks to disengage. Hope this helps.
you will have to do a number of elctrical tests to determine signal is being recieved etc.All the tests can be done with a cheap testlight'/probe.Some of the recievers/activators have internat/external fuses. The first test should be to check that the reciever/activator has a good supply of power.try that first and let me know if you need more assistance
