I would focuses on fuel first. Check the fuel pressure on the fuel rail if it is less the 30 PSI. check the following listed below. If you have fuel presure then you may have an electrical issue that would be tough to diagnose with this email.

you will find a second relay of the same model that you can test to ensure it works before removing it from some other circuit. Swap the known good relay with the suspect fuel pump relay and test.
3 Verify if you car has an external fuel regulator separate from the fuel pump assembly in the fuel tank. If it does, to test you can disconnect the fuel line on the return side and see if you have fuel when you turn on the key to the run position (not start). The pump may only run for a few second. If you have fuel then the regulator would be the suspect problem.
4. Change the fuel pump. The fuel pump is located inside the fuel tank, This is about a 5-6 hour job and you must remove as much fuel from the tank as possible so that you can handle the tank assembly during removal.
