Usually this is a failed SRS sensor. This is the impact sensor that triggers the airbags in a collision.

The flashing lights are indicating that there ia problem setting up the airbags at time of iginiton. The problem could be a simple sensor switch in the passender or drive's seat or wiring connection to the seneor or computer or it could actually be the airbag not being detected by the computer. Usually these problem come up in areas where there is high ambient air humidity. suggest a visit to dealersip for a diagnosis of the problem.

#10 is the airbag fuse, but the problem is most likely a ground fault. I have a 1996 Grand Marquis doing the same thing. You will probably find your problem exist within the air bag module. The module was stolen out of mine, so I tried disconnecting the airbag instead. This did not correct the problem. Locate your module (under passenger seat I believe) and check it out first. Most likely it is a sensor behind the front bumper. Sometimes if you can get to them and spray them with WD40 they will behave. It can also mean the pressure pak is bad on the Airbag and that it will never deploy. These things make me nervous. On this item you are better off with a Body shop looking at it if WD40 does not help.

A Body shop is better because they replace Airbags that were deployed in the cars they are repairing. The Body shop also replaces the sensors damaged in a wreck. Mainline mechanics generally work in a separate area of a Dealership and the Body shop guys work in their own area.

You have a bad Passenger Air Bag Deactivation Indicator. The bulb that shows when the passenger air bag is off.
