Both my tail lights are not working on my 2008 toyota Sienna. Brake lights work fine, just the running lights are out.

Your tail light/license plate light fuse is blown. Replace that fuse and you will have your running lights once again.

2003 dodge durango driver side brake light not working

Use a 12 Volt test light at the tail light connector and see if power is present at the harness, this would indicate a possible defective bulb socket.

2003 dodge durango #4 fuse keeps blowing,

OK there is a short in your car
take all the light bulbs out of the light that trigger the problem this break the current place one bulb in at a time checking that the fuse has not blown this will pin point where the problem is
once you find the problem you can replace the socket as it may have started to corrode check for water
once you replace the socket you should not have a problem
if you do let me know
