What can be done to fix my 2002 Rodeo that will only start in Neutral> Also has gasoline smell sometimes when I am driving and I don't

Could be anything. Bad gas cap, evaporation canister bad, bad hose, engine running rich etc. No way to give you an accurate diagnosis simply too many possibilities.
If it's an automatic then the shifter is not going all the way into park to activate the neutral safety switch ( miss adjusted or worn bushing most likely) or possibly a bad safety switch.
A strong odor of gasoline is sometimes caused by a failed coolant temperature sensor. If this is your problem the car will be slow to start the first time, turn it off and it will start right up.

it has ENGINE type stated there clearly, that is 1st.
I had this problem with my minivan as well. The gas line had become old and started to corrode. It only smelled like gas when we started the engine, something to do with the pressure in the lines I believe. Was a fairly cheap fix (under $100), just a piece of plastic hose. Most of the expense was the labour.Have a mechanic check it out.
The charcoal filter is used to filter fumes from the fuel tank. There is a vent line, that comes from your fuel tank to this filter. (Charcoal canister)
Now since the charcoal filter has been completely soaked with gasoline, it will no longer function as it should. Even with vapors from the fuel tank vent line, the canister only has a working 'life' of so far. You will smell gasoline in strong amounts until it is replaced.
Can't comment whether it is safe or not. (In my thinking, you are driving around with a charcoal canister, that has a charcoal filter soaked with gasoline. I wouldn't use it this way, but that is just my thoughts)
