There is a fair amount of water that finds a way into a door and this can corrode terminals, connections, ground points and even sometimes enter a motor or rot runners and linkages until useless.
The wiring linking the door to the body flexes during the closing and opening of the door and an internal break in a wire or harness is not unusual. Sometimes the vehicles fitted with a door wiring harness that plugs into a socket on the bodywork suffer worn, dirty or broken pins...
Window switches sometimes fail.
The quickest and easiest way of beginning the diagnosis is to change over the switches if that is possible.
The next thing I would do is to remove the door inner trim panel and with the aid of a wiring diagram, if possible, verify the motor is working by providing a completely independent supply and ground and if it is continue to check the wiring to the door.
You'll need to get into the door panel. It's held together with clips and screws. Find the screws in the arm rest or ? remove the screws and starting at the bottom, pry the panel away from the door carefully using a wide screw driver or ? once removed, yoll see that the window is inside the door reinforcement. It generally runs on a rail, under which is a scissors lifting arm. Sometimes the window detaches from the metal rail and can be epoxied if its loose. Use a good '5 minute epoxy' from an auto parts store, mixed well and using a popsicle stick, mix two parts together well and smear onto the metal rail which is under window assembly. Let it sit for awhile, usually 24 hrs, until well hardened. This might fix it forever. But NOW, you will have to reassemble the door panel, pressing the clips in place and replacing ALL screws that you removed. This is not the only way, but the quick and dirty way! It usually works in cases where the window bottom has separated from the scissors rail.......Cheers

SOURCE: 2000 GMC Jimmy SLE driver's power window
The same thing happened to my 1999 JMC Jimmy recently. I believe the problem is that your power window motor has most likely gone out or is starting to go out. The motor will need replaced. They are pretty expensive new. I went to a junkyard and got one for around 15 dollars. When mine went bad, I had rolled my window down about three or four inches and it stuck there. I took my door panel off and tapped on the motor while holding up on the window switch and got it to go up after a few minutes. I am replacing my motor today, I'll leave an update here about the outcome when I finish the job. I hope this information helps you.

SOURCE: Looking for wiring diagram for
You'll need to pull the door panel and check for power and ground at the 2 wire connector located near the window motor (there should be a dark blue wire and a brown wire). With a test light there should be power on one of the two wires at any time. If there is power on both wires with the switch in the up position than the switch is bad. If the only wire powered up in the up position is the dark blue wire than try tapping the motor while holding the switch in the up position. If it starts to work than the motor is bad.
On a side note check for power with all the connectors plugged in. You can also jump the connections at the motor. Supply a ground to the brown wire and supply power to the dark blue wire and the window should go up.
