1988 Mitz fuso 45 seater bus , Not sure if I need brake or clutch fluid , everything is in Japanese , the container is in the dashboard of the bus , it's low in fluid

check for the vin plate on the fire wall of the engine compartment or on the insides of the mudguards in the engine compartment. It may have been moved to inside the front door pillars near your feet or on the door pillar at the rear of the front door.
buses as large as 47 passenger are normally not built by the vehicle manufacturer but are built by a coach building company on a manufacturer chassis. As an example Scania make the vehicle chassis and running gear but it is a bus company that builds on to the frame . So have a look around the chassis -engine area -drivers area for extra compliance plates that will have a manufacturer's name to identify who actually made the bus. If you can indentify the - engine , gear box, diffs as belonging to a particular vehicle manufacturer then by using the vin number and contacting the engineering department of that manufacturer you may be able to track down the coach builder and get more information that way
Kinda sounds like you might be pushing on the brake at the same time since they are close together. If it is working fine for her i would move my foot over just a bit. There are no adjustments since they have a hydraulic system, just make sure the fluid is up in the resevoir it is located on the drivers side under the hood back by the firewall to the right hand side of the brake booster, it is plastic and round with a cap on it, you will be able to see fluid through it should be approx half way..
clutch and brake fluid should be change every couple of years, Since the fluid does attract moisture, and degrade the efficiency of the brake and clutch action.
