You have a shift interlock problem . What kind of vehicle ? a mercury what ?
Shift Interlock System
The shift interlock system prevents shifting from PARK unless the brake pedal is depressed. The shift interlock system consists of a shift lock actuator mounted on the selector lever. If the ignition switch is in the RUN position, the shift lock actuator is disabled when the brake pedal is depressed.
If the selector lever will not move out of PARK with the key in the ON position and the brake pedal depressed, it will need to be unlocked manually.
Do the brake lights work ?
Visually inspect for obvious signs of mechanical and electrical damage; refer to the following chart:

GO to A3 . A3 TEST THE CIRCUIT FOR A SHORT TO GROUND
  • Key in OFF position.
  • Disconnect: Brake Pedal Position (BPP) Switch.
  • Measure the resistance between pin 1 and ground.

the cluster brain, runs the shift solenoid, direcly
if you scan the PCM (means OBD2 port) it tells you why..
not scanning the PCM begs for a thing wallet.
here it is, if fails . and not fuses
the cluster caused it or the solenoid is bad or its wires bad or even the solenoid is jammed up some how (physcially)
the cluster sees brake errors or park PRNDL errors, will lock out.
scan it and end the quandary

Turn your steering wheel and turn your key at the same time. GM vehicles have issues with the ignition switch not turning when the steering wheel is turned too far to the left or right.

Shift Gear is jammed at P and i can not move it to any other position

Try applying the brake as you try to move out of the park position. If that does not work, your steering wheel may be locked and has the lever mechanism bound. Try moving the steering wheel back and forth while trying to move shift lever.

turn ignition key on. now jiggle key gently while simultaneously gently rocking steering wheel. hopefully you will feel a release.

Pull hard on the steering wheel to the left and the steering wheel lock mechanism should release. I mean pull hard to left because shift interlock is froze if you cannot get it this way you will need a pro to help! Good Luck Mate.
