Make sure connectors/terminals on Occupant Classification Module (OCM) located right under the passenger seat are clean/snug. Also, clean your battery terminals/cables thoroughly. I had the same problem for a few months with the airbag light in the cluster as well as the passenger airbag disable light coming on upon starting the jeep (it would go away after 10-15 seconds). I ended up blowing out the connectors under the passenger seat with compressed air and really cleaning the battery terminals and the light hasn't come back on since (it's been like 4 months now). Hope this helps.
Is this a jeep? what vehicle? check fuses first. if no problem then you could have connection or ground problem.
air bag should be checked if nothing simple turns up.

Your Air Bag Light staying on is a warning that the system needs to be checked.
Some vehicles have a key actuated switch that controls passenger bag deployment, which is illuminated when active but instrument panel displays are a warning to the driver that something is wrong..
