Hatch wont pop open. batteries charged. don't know where the fuses or relays would be for the hatch button

There are 3 fuses that control the rear defogger, and 1 relay
The fuses are: 10 amp HEATER, 10 amp MIRROR-HEATER; under the dash
The 30 amp DEF fuse is in the fuse box under the hood
The relay is the DEFOGGER relay, which is on the back side of the fuse panel under the dash
Also, check for a loose wire on the defroster grid (on the back glass), this is the most common problem.

check for broken wires the neagative is by the horn button in the steering wheel has air bag ever been replaced in steering wheel if so the wire may have not been plugged in

In my vehicle there is a botton in the glovebox that gets accidently switched off. there is a child safety button to prevent automatic door closing...highlander may have this switch as well.

sounds like you have a bad panel dimmer control. try turning the control from bright to dim very fast a few times then slowly, do this in a dark area or at night with the headlights on, you should see a flicker of light occasionally. If you don't see any light then it could be either the headlight switch or the dimmer control, if you DO see any light, then it's your dimmer
