The water pump bolts torque specs is T=1.85 kg-m (13 ft-lb). you must set your torque wrench nicely and carefully not to break the bolts then there you go.

Clogged fuel line... maybe fuel filter clogged. Air compressor can clear line. Blow out the line coming in to the carb from the tank.

Were you ever able to find out? I am having issues myself with my 83. And dont know where it is. My dad (AKA my personal mechanic) is in california. So needless to say, I am lost.

It sounds like the cluster is gone bad if everything is not working. Usually, if just the speedometer isn't working then it's the speed sensor on the transmission that has gone bad. But I think you have a cluster that has just died. Check on EBAY for a used cluster and ask them to roll the mileage to what is on your vehicle now.

Thoroughly clean the flywheel bolts. Coat the first 3 or 4 threads of each bolt with sealant. Install the flywheel, aligning the previously made marks. Install the bolts finger-tight.
Tighten the bolts in a crisscross pattern and in several passes to the correct tightness:
Since you have the flywheel off, be sure and inspect the rear main seal. Now might be a good time to replace it. Be sure the rear flange of the flywheel is clean before re-install.
Be sure to inspect or, better yet, replace the bronze pilot bushing. I f you don't know how to get it out leave a comment. J

And for you information that engine does have lifters (more correctly called CAM Followers, but they are a type of hydraulic lifter.
