If you can hear the starter engage the flywheel but the engine does not turn over the next step would be ruling out physical seizing of the motor. The most common approach is to remove the accessory belt(s) then turn the engine manually by rotating the crankshaft pulley with an appropriate size socket and breaker bar. If you are unable to turn the crankshaft the motor is seized, in most cases this means your into an overhaul or replacement motor. In some cases this can be caused by what is referred to as hydra-locking, in this case the engine can be saved easily without any damage if handled correctly. If positive that your battery is good check battery, starter and solenoid connections for lack of corrosion. Also make sure that neutral safety switch is not open, that you have spark and fuel getting to engine.

A late reply; I'm sure you have found the problem by now-
It sounds as if the battery (old and new) are not receiving sufficient charge.
Check the drive belt tension and add a cheap digital multimeter to your 'tools.'
These can be had for well under $20 US and you can then check across the battery terminals to see if the charge voltage is between ~ 13-14.3 volts at an idle.
In no case should it be lower than 13 volts with the engine running since the nominal battery voltage is 12.6 volts when fully charged.
You may have a separate regulator that is ill.
