It is quite possible you have blown the fusible link in the Fuse panel located under the hood. I had the same problem when my son let one of his friends try and jump off a 2002 Honda accord and the guy crossed the polarity. Check that link. If it is blown, get a small length of wire and do not go very high on the gauge as, if there is a short, it can cause an electrical fire. I used 24 gauge wire to bypass the Fusible link and was able to get power and also got the car started. His friend blew the battery core, the alternator, and I had to rescue my wife because the link had blown again after I replaced it. But it was due to the battery and alternator and not due to a wire melt down.
Here is the URL that shows you where the link is located: Look at page 323 in the manual.
Hope this helps. Subaru 1999 Forester Manual Fuse Panel Located In The Engine Compartment
Hi,it sounds like you have damaged your own battery . I would get a auto electrician to pinpoint the failure or someone who can check your battery to see if its holding a charge and if its ok you need to move on to say the alternator.
