The message is there to allow the inspectors that check for emissions compliance to know whether or not you (or someone else) has disconnected the battery in any attempt to erase or clear codes in the last 50 start-stop cycles. In jurisdictions that only use the on board computer to verify emissions compliance, they will often automatically fail the vehicle for emissions on this message and you must return after the message clear to prove the vehicle is fault-free.

P1684 is "the battery has been disconnected within the last 50 starts".. I would start by inspecting your battery cables and have the battery itself tested.

I'm wondering what the computer code P 1684 means for my Chrysler Town and Country.

P1864 is a simple code that states that the battery was disconnected within the last 50 engine starts. The code, which is specific to Chrysler/dodge/jeep is not of major concern and should disappear on its own after the you start the engine 50 times without the battery being disconnected. Hope this helps
