There should be a safety trunk release located on the upper rear window deck platform- a black handpull . If it is still intact- it should pop the trunk lid. At least it works that way on a 1997 Crown Vic.
If nothing works including the lights, something happened between the battery and the fuse box. There are some fuseable links between the battery and the starter solenoid or between the solenoid and the fuse box. I'd start with the battery cables and look for those fuseable link wires.
I did this once myself to my 1989 crown vic. There should be 2 bolts on the back seat (follow the seat belt down, you'll feel them.) Take off the nuts from each side and the backrest of the entire seat pulls up and out. you should be able to see clearly into the trunk, grab a flashlight and hopefully hook your keys pulling them out.
Another possibility is the trunk open button in the glove box should you be so equipped, but it may require power to open, the crown vic would not release unless the car was on, but it could be worth a try.
There should be a pull cable in the trunk that you can pull to open the gas door, it may be behind the carpet on the wall behind the gas door inside the trunk.

I have the same issue (battery is completely dead in my 1998 Mercedes C280 and I can't pop open the trunk). I looked under the hood and have no idea where the positive charging post would be - can anyone help me find it? Thanks
