Why is there a front end shimmy at low speeds?

My vehicle has 120,000 miles. Now I am getting a front shimmy at low speed, 20-30 mph. Possible problems?

Could be several things, including a bad tire or bent rim.
A shimmy usually starts after you hit a bump, which would point to a loose tie rod end or ball joint instead of the tire/rim.

either low transmission fluid or?? plugged catalydic converter- if no top end or stuggling at high speed is usually cat or maybe as simple as a dirty/plugged fuel filter

I have a 1999 sunfire and when going slow speeds it has a vibration/shimmy in the front end. What could this be?

A worn or broken motor mount will cause a vibration in the front end at low speeds. With the vehicle turned off and motor cool you can grab the motor and attempt to rock it from front to back and side to side. If there is some significant play there then a motor mount is not doing it's job and will need to be replaced.

Steering wheel shimmy at highway speeds

This sounds like tie rod ends are going out. Before you remove the old ones, mark on the threads where it currently is seated or you will throw it out of alingment when you put new ones on. You may need to borrow or buy the tool for poping out the tie rod end. They aren't a big deal to change if you have some basic tools and sometimes you don't need the wedge tool either. Once you get the old one out, try moving it around. If it is real loose and moves easily, thats your problem. But the swaying you are describing sound like this is the problem. Could be you steering control arms as well but because the inside of the tires are worn I doubt it.
