No, oil is fouling from piston rings leaking a little. Clean it up or install new one. Pull and check after a few days . if its real oily again then you have a problem if not your ok.
this is really a normal condition on old plugs not changed. you only have one cyl doing it so you should be ok

Testimonial: "ok did that the plug is still fouling out, tried 3x what else could it be not trying to replace whole engine if I don't have to could it be the o rings on the pistons that just needs to be changed or the headgaskets what would you recommend to do first"

Sorry for being so long getting back to you. Before we think about changing engines or crank or valve job lets try a simple fix. You only have one cyl ding this so its not likely due to engine wear SO:
There are several additives designed to correct this. I recommend "Shaler RISLONE Engine Treatment" add one qt. to every 3 qts oil.(1 3erd per qt). there are other very good ones also as this one maybe hard to find. Its old school. Ask your parts store. follow directions and lets see if it helps.
An oil fouled plug indicates an engine with worn piston rings and/or bad valve valve seals allowing excessive oil oil enter the chamber.
Drive it and check after it has been suggested time on additive.
Hope this helps let me know Mike

Have to keep putting water in radiator. The water appears to be leaking out of the muffler and tail pipe. What would cause this?

you have a blown headgasket. take spark plugs out and notice where they came from. if a plug looks clean like new and others look brown ,used, that is the cylinder that it is leaking into. also note the color of the oil. normal dark brown or is it overfull and a milky tanish brown. those also indicate a headgasket. But it is possible to have only one symptom and not the other or both.

My toyota 22re engine overheated and stalled i then waited for the motor to cool down and started again and drove a lil ways further to a gas station where i then turned it off and it hasn't started since

That vehicle has an aluminum head when overheated heat will warp and cause a head gasket failure. It is also possible that the ring may lose tension and cause oil consumption.

Toyota Altis 1.8 E Using oil, and blowing smoke

Either your cylinder rings are failing or your headgasket has broken and is the culprit. One final possibility is that your EGR value is plugged.

Head gasket

Typical symptoms of a blown headgasket may include: -bubbles of air coming up into your radiator (remove cap before starting) -leaking radiator -milkshake colored oil -overheating -rough running -coolant or oil running from head -spark plug(s) that have a green tint (if green coolant). -white colored or sweet smelling exhaust, white smoke of your tail pipe, or loosing coolant through your overflow

I have liquid in all 4 of my spark plug chambers. does this mean i need to replace the headgasket?

Type of liquid matters, if radiator water: usually this is other then a headgasket. Intake manifold crack or gasket is more likely. If oil: head is most likely seriously damaged. Was anything worked on recently? Did engine overheat? Could anything have been poured/splashed into throttle body or engine submerged?

I am not sure what you mean by a wet plug. If oil has fallen into the plug cavity simply remove the plug rubber boot (gently twist it off or you can break the connector under the rubber cap) and using an absorbant rag or towel to soak up the oil. Any oil residue film left will not affect the car- you may get some smoke from the oil burning off the hot plug.
