There is some other issue as well with the engine if it has failed emissions testing.

Have the vehicle scanned to see what other fault codes if any have been generated and to see what irregularities there may be with the operation of the engine. It may well be failing emissions because it is running too rich or it could be for numerous other reasons.

SOURCE: wont complete scan to pass emission test

When you rest your codes there is a series of tests your ECU has to go through before you can pass emissions. this is done some people can reset the code and go before its sets the code again. on the 96 you can have 2 tests not complete for it to pass. basicly you have to drive the car a couple days for the tests to pass.

check the readiness tests wait until only 2 have not passed. then you should be good.so drive and check.

SOURCE: 1999 volvo wagon won't pass

P0600 is the loss of serial communication link. Generally this is a problem with the wiring in the OBD-II or between the ECU and the connector. Of these is a fault in the ECU. Do you recive any other codes?

My Subaru 2004 WRX is throwing ODB codes P1086 and a P1092. I hava an emmission test in CT coming up. What do I do to check / fix?

both codes refer to the LH driver side tgv.
To repair the tgv faults mentioned above requires removal of the intake system, intercooler, fuel lines and the tgv units.
I would highly recommend a professional fot this repair.
Used parts can be located at the link below.
The sensor is actually a throttle position sensor.
They are not cheap and can run $200+new.
The tgv units are an emission control device and need to be working to pass an emissions test.

Have 1997 thunderbird with V8 4.6L OHC check engine light keeps blinking, don"t have owner manual on car

sounds like there is a code in the computer that needs to be pulled.if it keeps blinking it is probably an emission fault that needs attention immediately.the code is needed first to be able to diagnose the problem or you can throw parts and money at it until it might get fixed without the code.

Excessive CO2 emissions. New plugs, plug wires, and catalytic converter. Put on diagnostic computor and all systems adjusted to specs. Still will not pass air care. What else needs to be looked at?

you wasted tons of money of a throw away vehicle all you needed to do is a full tune-up w/filter change an new oxygen sensors. They determin the air/fuel mixture along with intake air temp sensor and engine coolant temp sensor not the cat

It sounds like the downstream O2 sensor may be going bad, as it is the sensor that checks the cat for proper operation, and throws a code if a fault is detected.
